The Medical Education and Research Department, Govt. of Haryana on August 27, 2026, issued the Procedure for admission to MBBS/BDS courses in Government/Government Aided/Private Medical and Dental Educational Institutions in the State of Haryana.
The following has been stated:
• It outlines the centralized procedure for admissions to MBBS and BDS courses across all government, government-aided, and private medical and dental institutions in the state for the 2026-27 academic session. Pandit Bhagwat Dayal Sharma University of Health Sciences (UHSR), Rohtak, is authorized to conduct the online combined centralized counselling based strictly on the NEET-UG 2026 merit list. For government colleges, 15% of seats are allocated under the All India Merit Category, while the remaining 85% fall under the Haryana State Merit Category. In affiliated private colleges, seats are divided equally (50-50) between the State Quota and Management Category. While State Quota seats require candidates to be bona fide residents of Haryana, Management Category seats are open to candidates from all over India.
• Additionally, a 15% NRI quota is carved out of the Management Category, and a 5% reservation is set aside for candidates with benchmark disabilities. The notification enforces strict financial rules and penalties for seat withdrawal. If a candidate joins an institute but leaves the course after December 15, 2026, they will be debarred from medical admissions in the state for three years and shall pay a penalty bond of ₹10 lakhs. For private institutions, candidates shall also pay the full fee of that academic year plus 50% of the next year's fee if they leave midway. Non-refundable registration fees are set at ₹2,500 for unreserved categories and ₹1,250 for SC/BC/EWS/PWD candidates of Haryana.
• To encourage medical service in rural and public areas, the government continues its "Service Incentive Bond" policy for graduates of government and government-aided medical colleges. Students execute a tripartite agreement for a collateral-free education loan of ₹30 lakhs minus their annual tuition fees, with a 10% discount for female candidates. The total bond service duration is five years.
• The State Government will fully repay the loan installments (both principal and interest) on behalf of the candidate as long as they serve in the state's public health institutions or any central/state government services.
